Particular emphasis is put on humanitarian disarmament, which place the humanitarian and developmental consequences of the use of weapons at the forefront. The Convention on Cluster Munitions (CCM) and the Anti-Personnel Mine Ban Convention (MBC) are important instruments in this regard. Norway played an active role in the development of both conventions, and the work with these conventions is a high priority at the Mission. The Mission has also worked closely with Oslo in preparing the conference on Humanitarian Impact of Nuclear Weapons, which took place in Oslo 4-5 March 2013. In addition, the Mission follows other disarmament processes and forums that take place in Geneva, including amongst others the Conference on Disarmament (CD), the Convention on Certain Conventional Weapons (CCW), the Non-Proliferation Treaty (NPT) and the Biological Weapons Convention (BWC).

The implementation of this policy is carried out on a multilateral level, through the UN and the European Council, and at a national level.

The Human Rights Council in Geneva is an important venue for the international human rights work. Although Norway's membership in the Human Rights Council ended in 2012, the Council will continue to be one of the most important forums for the promotion of Norwegian human rights politics. As an observer state, Norway will continue to play an active role as promoter, initiator, critic and liaison.

The Office of the High Commissioner for Human Rights (OHCHR) is a leading institution in promoting and protecting human rights in the UN system, as human rights are increasingly relevant to peace and security, development and humanitarian efforts. OHCHR is an important partner for Norway, both in raising important human rights issues internationally and in affecting positive change at national level. Norway has been one of the largest contributors to the OHCHR for a number of years. In May 2011, Foreign Minister Støre and UN High Commissioner for Human Rights Navanethem Pillay signed an agreement in on a financial contribution totaling NOK 180 million in support of the OHCHR’s activities in the period 2011–2013, mostly unearmarked. Norway’s total financial support in 2012 amounted to more than 11 million USD.

We seek to strengthen and broaden global humanitarian action to achieve this. Norway’s Humanitarian Policy is to be a principled humanitarian policy actor and a predictable, transparent financial donor in meeting the changes and challenges of the humanitarian landscapes. In cooperation with others, Norway will contribute to :

•Ensuring that people in need receive the necessary protection and assistance

•Financing humanitarian assistance based on the principles of humanity, impartiality and neutrality

•Equipping the international community to meet future global humanitarian challenges, including stronger coordination and cooperation with states and NGOs

•Preventing and responding to humanitarian crises, and initiate the recovery of communities afterwards

In order to achieve this, Norway’s priorities include the need for broad humanitarian alliances, strengthening of international humanitarian law and humanitarian disarmament. The UN has a key role in the Government’s humanitarian policy. Supporting other key humananitarian actors like the Red Cross and NGOs like Norwegian Refugee council is also a central part of of Norway’s humanitarian efforts.
