Norway wishes to make the following explanation of vote regarding the draft resolution on “The negative impact of the non-repatriation of funds of illicit origin to the countries of origin on the enjoyment of human rights.”

Norway attaches great importance to the issue of illegal capital flows, including the return of illicit funds. We support in general terms the notion that illicit financial flows have human rights implications and we fully share the concern that the enjoyment of human rights is being undermined by the phenomenon of corruption and the transfer of funds of illicit origin, especially when an inadequate national and international response leads to impunity.

Norway is not convinced however, that the Human Rights Council is the appropriate forum to discuss this highly complex issue which is being dealt with in multilateral processes elsewhere. This includes within the United Nations Office on Drugs and Crime, as well as international and regional organizations in preventing and combating corruption.

 

Norway will for this reason abstain in the vote on the resolution.
