Norway deeply regrets that consensus could not be found on this resolution. The improvement of living conditions of persons living and working in rural areas is of crucial importance and the fight against poverty, enhancement of economic opportunities and preservation of the rural heritage and the environment. Norway is committed to the advancement of food security and to the fight against discrimination.
The Government of Norway is currently preparing an international development strategy for the enhancement of food security. Improvement of the rights and situation of persons living and working in rural areas is a key issue in this regard, including ensuring that poor people have access to resources such as land, forests, food, water and energy without harming the environment.
We are however concerned that the draft resolution does not provide the most effective and efficient way to move forward in this endeavor. It is also regrettable that future work on this issue could be challenged by a non-consensual process.
For these reasons Norway will abstain on this resolution.
