The state under review presents a report on the implementation of its human rights commitments in preparation for the review. In addition, a report with NGOs' and other stakeholders’ views as well as a document with information compiled by the Office of the High Commissioner for Human Rights provide the basis for the examination. During the UPR session, each state under review receives questions and recommendations from other member states. The universal nature and the open dialogue of the UPR makes the mechanism an important tool for improving the human rights situation in all countries.
The 12th session of the Universal Periodic Review (UPR), the last session of the first cycle, is held between the 3rd and the 14th of October 2011. At its conclusion, all UN member states except for South Sudan will have been reviewed, and the next cycle is expected to focus on follow-up and implementation of the recommendations each state has recieved during the first cycle.
Norway considers the UPR mechanism to be of great importance and seeks to participate in the examinations of all states under review by sending the state under review written questions in advance, as well as by raising questions and comments in an intervention during the dialogue. Norway's questions sent in advance and interventions for each of the countries under review during the 12th session will be uploaded consecutively.
