The Universal Periodic Review (UPR) is a mechanism under the Human Rights Council that reviews the human rights record of all 192 UN member states. All states are being examined once every four years.
The state under review presents a report on the implementation of its human rights commitments in preparation for the review. In addition, a report with NGO and other stakeholders’ views as well as a document with information compiled by the Office of the High Commissioner for Human Rights provide the basis for the examination. During the UPR session, each state under review receives questions and recommendations from other member states. The universal nature and the open dialogue of the UPR makes the mechanism an important tool for improving the human rights situation in all countries.
The eight session of the UPR took place from the 3rd until the 14th of May 2010. Norway considers the UPR mechanism to be of great importance and participates in the examinations of all states under review by sending the state under review written questions in advance, as well as raising questions and comments in an intervention during the dialogue.
